He studied Quantities and Structural Engineering for five years at Liverpool Technical School, as well as undertaking a correspondence course. In May 1935 he joined the Drawing Office of the Architecture and Construction Department of F W Woolworth & Co, working on high-value projects throughout northern England, Scotland, Ireland and North Wales.
During the Second World War, Owen worked on air raid shelters (private and public), war damage and requisitioning, allowing his military service to be deferred. He was admitted LRIBA on 12 March 1946, with Harold E Davies as his sole proposer. At that time he was working on de-requisitioning and on post-war engineering and town planning schemes, though his nomination papers give the F W Woolworth drawing office as his professional address.
