Bio Notes: James Bell Russell was probably born in Scotland. He attended the senior certificate course at Glasgow School of Art from 1921 -27. During that period he was articled to Baird & Thomson in Glasgow. After the completion of his course and articles he took a salaried post with the Office of Public Works, Glasgow Corporation, rapidly rising to the post of draughtsman. In 1929 he emigrated to Montreal and took up a similar position with Maxwell & Pitts there. He was elected ARIBA in 1931, his proposers being William Sutherland Maxwell, Philip J Turner and Ramsay Traquair.
