Bio Notes: Charles Scott Welch was probably the Charles Wesh or Welch who was born in 1891 in Ferryport-on-Craig, Fife. He was described in contemporary sources as a 'draughtsman'. He may have been the Leven Burgh Housing Architect in the early 1930s after the death of Alexander Cumming Dewar. He was certainly in practice in that area at this period. He prepared the Valuation Rolls in Fife for the years 1933, 1935-36 and 1936-37.

In 1935 Welsh was fined because he had failed to stamp the insurance card of one of his employees, Thomas Armstrong.
