Bio Notes:	James Balfour was born in Hamilton, Ontario on 24 December 1852 and was educated in Hamilton Central School. He went to Scotland c.1872 and is said to have worked in the offices of Peddie & Kinnear for about a year. By May 1873 he had returned to Ontario as tenders for projects appeared over his name in local newspapers at this time.
