Bio Notes: Ernest Stone Collins was born in 1874. He entered the architects' department of the LCC as an unestablished architectural assistant in 1899. He was placed on the permanent staff in 1901 and in 1903 promoted to first class assistant. He remained with the Housing Section until 1908 when he entered into partnership with his cousin, Ralph Knott, who had won the competition for the new County Hall in London. After Knott's unexpected death in 1929 Collins took over supervision of the work which was completed in 1933.

Collins died in 1942.
