Bio Notes: Samuel McColl (sometimes erroneously spelt MacColl) was born on 11 March 1903, the son of James Brooks Thomson McColl, carting contractor, and his wife Janet Russell Jeffrey. He served his apprenticeship with Cook & Hamilton in Paisley from January 1919 to 1924, during which period he attended evening classes at Paisley College of Technology where he received a diploma in architecture in March of the latter year. In January of that year he had moved to become an assistant with James Austen Laird, and he remained there for a year before taking up a post as a senior architectural assistant in the County of Renfrew Architects' Department. After five years he was promoted to the post of Principal Architect to the County Engineer of Renfrew. During these years he had attended evening classes at Glasgow School of Architecture, where he received the course certificate in June 1932. He was elected ARIAS in November that year and passed the qualifying exam in Edinburgh in December 1933, enabling him to be admitted ARIBA on 5 March 1934, his proposers being Harry Cook, Andrew Hamilton and William James Smith.

In 1937 McColl was appointed Depute County Housing Architect in the County of Lanark, rising to become County Architect in 1939 where he remained until at least 1954. (In the RIBA Kalendar of 1950-51 he is described as Lanarkshire County Housing Architect, but it is unclear if this is actually a different job than County Architect). He was elected FRIAS in 1949 and FRIBA on 2 February 1954, his proposers being William McCrea, whom he had known since 1935, Thomas S Cordiner and Lockhart Whiteford Hutson. He was also active in the Glasgow Institute of Architects and served on the Council.

He won various prizes for his designs for houses - first prizes in the competitions run by Glasgow Corporation in 1935 and 1936 for four- and five-apartment houses and first prize in the competition run in 1938 by the Department of Health for Scotland for four-apartment rural houses, the latter being exhibited at the RSA the year after. In his Fellowship paper (1954) McColl wrote: 'As County Architect for Lanark County I have been responsible for the design and planning layout of all housing development throughout the county. Since 1939 some 12,000 houses have been erected to my designs.'

McColl retired on 1st July 1969 and died at the Royal Alexandra Hospital, Paisley, on 17 May 1992. He was survived by his wife Margaret McKay Pollock and a son, James.
